OK so to explain to the non Chinese speakers what the dialogue is all about. In a nutshell, this appears to be AFTER the Journey to the West Story. It seems that after protecting Tang Sanzang and returning with the Scriptures, he was granted a Buddhahood title (as per the original story) but he rejected the title and just wanted to retire in peace and freedom back in Flower and Fruit mountain (his birthplace and home). However, the 'Gods' dont seem to be letting him go off on his own and sent the army you see to 'flatten Flower Fruit mountain and kill all the monkeys there'. This is claimed in Wukong's dialogue but of course we see later that the Monkeys survived (maybe they decided not to proceed after Wukong was defeated?). So Wukong is pissed and decides to fight them all. After Wukong is defeated and turned into that rock, the old monkey recounts the above story to the younger monkeys few hundred years later. Note that this is supposed to be a tale told by the old monkey, so how much of it is true, maybe the game will tell.

If you are interested in Chinese mythology, there are a lot of great stories waiting for you to find out. In the lore, Er Lang won over Wukong as they both could do 72 transformations, however Er Lang has a dog, which made him 72 + 1 transformations. The new Monkey could be Wukong's avatar or reincarnation, but it's still a new story. The original Journey to the West have been represented way too many times imo, it's smart to do something new.
It is somewhat of a retelling as in the original novel, Wukong ascended to Buddhahood (he is called Victorious Fighting Buddha for a reason) while in this game, Wukong refused the offer of Buddhahood and wanted to live in peace, but Heaven attacked him for not accepting. That's why you see this game's Wukong attacking heaven for almost wiping out the monkeys.

When I realize what's happening, this all "black myth" thing immediately makes sense now. The actual Sun Wukong got defeated after the journey to the west and was as dead as it can be. The destined one is other monkey who were probably expected by his people to retain Sun Wukong's soul and hopefully bring him back. Thus, it would make sense why the destined one saw Sun Wukong in a very early demo video. We might also be able to take a guess on how would Sun Wukong make this come back.
