Viserys II was next in line as the next living male-after the disaster of his mom's rule a Great Council decided that males come above females in all manner of succession- brothers over sisters, sons over daughters, grandsons over daughters etc Rheynera herself was only made heir due to Viserys I insisting on it, and her being the only royal child at the time. There were other Targaryen like her uncle Daemon the Rogue Prince but she was given the heir title.

If she hadn't had an uncle, it would've gone to her, and she and her sisters were actually considered but since they had been locked away, no one knew them to be able to support them. Also, the council of 101AC was before the Dance. Rhaenyra compounded the issue, but as far as I know, no precedent was actually set against female inheritence after her. Passing over Daena and her sisters was the next precedent.

Eva Fiskeman not really. The only similarities are the (amount) of bastards and getting fat in the end of their reigns. Robert was an unstoppable force on the battlefield when he was young, but instead of making stupid decisions while king he allowed smarter people in his council to make the rules. While this led to easy corruption, there was 1 rebellion (1st Greyjoy Rebellion) during his reign which Robert himself led a coalition against and smashed. Victarion led the Iron Fleet and destroyed the Lannister fleet (so who cares that much) and this was very early in Roberts reign. Robert was smart enough to know he was the martial side to the crown, and left the rest to Jon Arryn who was by far a great HotK. Robert also had great wardens to keep things under control. Roberts reign was very peaceful. Of course after his death, like Aegon's shit popped off but for different reasons (kinda). It wasn't Roberts bastards, it was Cersei's that caused the Wot5Ks. Robert was powerful enough to keep Gregor Clegane in line, which is saying something. Aegon the Unworthy had no rule like that, there was peace yes but no one respected Aegon. People respected Robert, whether because he won the crown, and secured it, or because he had basically a powerful ally in control of every kingdom.

Agree that Aegon is Ilyrio's son and a Blackfyre on his mother's side; it's mentioned that one of the courtesans of the past was supposedly a Targaryn Princess and Illyrio himself talks about falling in love with, then marrying a former bed slave. Can't see her being related to Varys though. His motive in the scheme is simply to ensure that the realm gets a ruler who actually cares about the people. Ironically Rhaegar's real son is the best possible person to rule fairly.
