The reason for the delay is that our Republican members of Congress didn't want to support the aid to Ukraine so they wouldn't pass a budgeted package until they got what THEY wanted.

So how is that bad? Technically support for Ukraine is still costing US way more directly than benefitting but it is right thing to do,. Extra jobs just helps offset the cost and make the aid easier politically.
