Fun fact, the reason why there was such a huge shift in artstyle for anime towards the end of the 90s/early 2000s was because of the "moefication" of anime, "Moe" may not have an actual translation but it usually refers to media that causes people to find adoration, like cute stuff, I even remember the term Moebetes (diabetes+moe) would be used for a time. That being said, lots of people DID complain about it from what I remember, especially in anime forums, they kept complaining way into the late 2000s not because of lolis but because they were thinking the style was becoming the new mainstream form of anime and abandoning the variety, which to be fair would become a reality. This moe-fication was an influence of the otaku and doujin(fan circles creation) culture including VNs erotic and non-erotic, hentai manga, videogames, and every piece of fan created media in Japan, where a moe artstyle thrived and the anime industry exploited this artstyle favored by the Otaku audience. How did this affect the industry? It made it so the artstyle with childish traits became mainstream, anime art shifted towards younger looking characters(both male and female). Side note, before this mainstream shift, the otaku audience would often consider a "loli", young characters that were all the way up to their 16s(or looked that age), so characters that were in high school or idol stuff were often considered one. But because the artstyle became so mainstream in the anime industry, the otaku audience would shift the term towards more prepubescent characters(or at least with the looks of it). Hence why you see so much in-fighting as to what a "loli" is to this day, both among tourists or veteran fans
