They're meant to be heated in a frying pan. I saw them last night at YIG but didn't feel like cooking something and I couldn't find anything saying they were fully cooked
Haven't tried these ones yet, I usually get Winnipeg Old Country pepperettes, or venison pepperoni sticks, and I do love me some good Kielbassa or Garlic coil, never a big fan of the boiled perogys i prefer them deep fried or pan fried and covered in sour creme.
