its some kinda of glow in the dark paints. I am not sure on the brand it probably tells you on their website. That would be my best guess. There should be a FAQ on their or a section where u can email them also try their Facebook page. Good luck!!
As far as I know Black Light works with a special kind of lightbulbs that cast somekind of light which we can't see very good, but a certain kind of material picks up. In this case it's paint made with that material. Just look up blacklight paint and blacklight bulb. Ofcourse his clothing and the background is also made with this material. But I'm not an expert so maybe I am completely wrong xd. Hope this helps anyway!
