I think I know why we allow it, we as a society have checked out on being authority figures. The average person doesn't even like getting on to their kids, much less grown adults behaving badly, so we have hired the only people left who have authoritarian personalities and those people are as bad as the criminals.

So the standards have to be higher then to your average citizen and the rules strict.
