The crew that investigated the meteorite had some of the earliest known stands (besides those in early history like Anubis and retcon-Hamon). The example Pol gave was a guy with an uncontrolled electric shock out his fingers (but he was dying).

@@novakaiser2073 i think that is because Highway to Hell is not his stand originally, Emporio mentions Pucci took his mother's Stand and she fell into a coma and died eventually

As some of the comments here suggest, I don't think this stand is harmful to its user otherwise Pucci wouldn't be able to extract the stand by disc since the user would be dead. To me the notion I got was that this stand's ability has something to do with boiling water and since FF's body (the planktons) relies heavily on water she boiled herself to death.
I wonder how terrible the original user's life must have been, maybe he could control when he wanted the stand to be activated, but if not he wouldn't have a long life anyway, could it be that the water of the internal organs was not affected by the stand? too bad it doesn't have at least one name.
Either the og user could control the stand (unlike Foo), or the og user couldn't but lived with it long enough for Pucci to identify and nab it. Rikiel is a prime example since he's worthy of his stand but lacks the control - he just suffered throughout his life.

@@Whitesnake273perhaps Pucci was around while Dio shot someone with the arrow, the man starts bubbling and theyre like “oh my god” and Pucci takes the disk. explains he could “idfk use it to attack someone” and between that and him requesting to retrieve Survivor dio begins to think Pucci has a hoarding issue

It's probably one of those stands belonging to a user that couldn't manifest theirs. Dormant stands like Holly's and this one are sort of self-destructive (we also see this phenomenon in Under World and Sky High before they were fully realized). So, Stands can also probably be extracted in this dangerous, dormant state. But that's just my theory.
People like saying this stand is weak but if the user actually were to use it to it fullest potential... We'd have a second version of Jobins stand from part 8
Probably because of how this stand work, since arrow seems usable on any animals as well, anime with high heat resistant could benefit from this for survival, as for survivor, yeah I don't think I need to explain why animals will have worsed position than human does

Pucci threw the disc onto F.F. Which in turn gave her a stand that turned all the water she made contact with into boiling water, including her own body. It is it’s own stand, considering he can only make memory or stand discs it’s safe to say it’s an ability, albeit not a good one lol
Literally nerfed Foo Faitaas for illusion on story development. Steam has power that can move iron fortersses across oceans and Foo Faitaas has literally been gifted the ability to use it, even in brief time period while dying. One steam propelled plankton shot is too fast to dodge and Whitesnakes hands would be torn upon parrying with Pucci's head getting blown afterwards.
