I saw multiple people were commenting this and rewatched that bit on slower speed and to me it looked/sounded clearly like he only shot twice, aiming toward the upper left arm. The first shot missed, the second shot hit the bomber in the upper left arm, where the arm joint is. ...Sure, it could still turn fatal if he hit a major artery, but he didn't have much choice or time to think - as the guy was shooting at them = guy who they know for certain is the bomber potentially killing more hard-working emergency services good guys. He *wants* him alive, meaning he's saying *try* not to shoot to kill, BUT taking him down and disarming him is still the priority, so in that moment, when they're under fire from him, the obvious reaction is still to shoot to protect his teammates - perhaps just *not* aiming for the heart /neck /head - and he seemed to be aiming more to the side as if just to graze him - hence first shot misses completely, second hits the upper arm. And it clearly didn't hit an artery, as the bomber wasn't bleeding out too badly. It also kinda looked like the perpetrator guy basically walked into the fire line himself - which he seemed to do knowingly, as he probably knew that if he stayed behind the thing he was hiding behind, they would have just surrounded him - and at that point he could just drop his weapon - which is what the police would have preferred, but it seemed like he was so desperate to kill more police officers, that he chose to take the risk of being shot by walking right into their line of fire, just so that he would have the possibility of shooting one of them.

He only actually only got shot once in the upper left arm joint area. You can see it clearly if you watch it on 0.5 or 0.25 speed. And it clearly didn't hit any major arteries, as he wasn't bleeding out too fast, which means his life wasn't in immediate danger. This means it's not a job for an ambulance, so in that kind of situation, the police car will just take him to hospital - it would be just as fast, safer for everyone else (even though he's injured, he could still attack the paramedics) and wouldn't take up the precious, life-saving ambulance resource for someone who's life is *not* in immediate danger (which, would be the deciding factor - rather than the fact he's a douchebag).
