When I was a kid in the early 1970s, my older brothers were scouts. They were learning outdoorsurvival and safety skills, animal identification, camping, and hunter-gathering skills. I wanted to do that, too. I visited Girl Scout and Campfire Girl meetings, but no such activities included those skills and activities - only crafts, cookie-selling, and glamping in cabins. I had no interest in those activities, so I read my brothers's issues of Boys Life magazine and lived vicariously through the content. Fortunately, my Scout Leader dad took me on camping trips and taught all of us skills. I wondered how many other girls would have liked the opportunity the experiences that I was lucky enough to have.

Confidentiality clauses are common to prevent strategic business info from being shared with competitors, but I have never heard of a business contract that incentivizes withholding info from law enforcement. To me that directly implies that there is something illegal and damaging to withhold, just like asking for a pardon.
