He got 49.5% in the first election but as that wasn't an absolute majority, there was a second one (this time only with the top 3 candidates from the first one) and there he got 53.1%. In comparison, Hitler got 30.1% in the first one, 36.8% in the second one. Hitler has never been president. His party never dominated parliament either. In the parliamentary elections in June 1932, his party, the NSDAP, received 37.3% of all seats. As parliament was dissolved on September 12, new elections were necessary in November 1932, and this time the NSDAP only received 33.1% of all seats. Hitler came to power because he made a dirty deal with Franz von Papen, offering to become cice chancellor if he became chancellor. They then isolated Kurt von Schleicher, the chancellor at the time, who initially asked Hindenburg for new elections, but Hindenburg refused, whereupon Schleicher resigned and Papen and Hitler convinced Hindenburg to make Hitler the new chancellor. Hitler then also asked for parliament re-election and this time Hindenburg agreed. However, before an election was even held, Hitler ensured that it was falsified. In the subsequent election campaign, Hitler's regime had many opponents arrested or murdered and made sure there was no fair campaign to begin with. Still he didn't get the required majority at the election. So he faked a terrorist attack and claimed that the KPD (strong opposing party at that time) was cooperating with the terrorists and was thus able to deprive the party of its mandates. This finally gave him the majority that enabled him to pass the Enabling Act. It allowed the regime to enact laws directly for an initial period of four years. The parliament thus relinquished its role as legislator (legislative branch), leaving this to the government (executive branch) and disempowering the president.
