Technically most of the Boruto anime is filler. But how the ninja world works. The villages are within areas like, "Land of Fire", "Land of Water", etc... and each "Land" has a Daimyo that the Kages report to. The Daimyos have a say in potential Kages as well. So the Leaf is in the Land of Fire.
