The name is confusing. Eurovision has no direct ties to any European political organisation - it's run entirely by the European Broadcasting Union, which is a union of *companies*, not countries. The members are all public-service broadcasting bodies. The requirement for a country to enter the Eurovision contest is that the country must have a public service broadcaster, and that broadcaster must be an EBU member. No EU membership required (this is why Britain can still participate), nor a geographic restriction. Israel have a public service broadcaster, the Israeli Public Broadcasting Corporation. Said corporation is an EBU member. So Israel gets to take part in Eurovision. There are rare occasions of a country being excluded from Eurovision due to overwhelming public pressure, but the Eurovision event is aggressively non-political and tries to utterly ignore world news events as much as they can manage. They won't exclude a country unless they really have no other choice.
