Clearly he was drunk. They normally let people give the horses a treat but this guy was going to get the horse as excitable as he was. The police were very patient and respectful to him but like many drunks, became confrontational. When he asked loudly, so, what are you going to do...I so wanted to hear..well, first we'll march you to the tower to sober up, then to the gallows to hang then be drawn and quartered, beheaded and your head placed on a spike..you ready?
Why is drinking in the street even allowed in London? I’m from a town outside London and it was banned here years ago. No wonder things are getting progressively worse when there are never any consequences for bad behaviour. Pitiful.
Those police officers are very patient. In the US, he would have been in handcuffs the moment he got into their faces. At the very least, when he wouldn’t leave right away.
These officers are from the Department of Defense. They have no power to arrest but they can escort the idiots away from the military base (which does not include the sidewalk in front) or call in the MP's.
Guaranteed if he had made a move to hurt the horse, guard or dept of defence police he would have been brought down quick as a flash. Those guys know what they r doin and amazing at sussing who is a credible threat. The American police tend to go in heavy handed(warranted at times), act without thinking or use their guns more than necessary.

This one man had the attention of all the armed police officers while leaving the other guards on duty vulnerable to some degree..he created quite a distraction.
Well to be honest he also had a bottle in his hand and was going off at the MOD Officer like he was ready to start swinging, so with the big crowds at Horse Guard no chances were taken however there were at least 2 more inside still.
There are soldiers in the Arches, and in the guard house, so help is at hand.. I just wish the mounted police had followed him like that other dumb bloke was.
It occurs to me that guard house is a trap for them. If there would be a genuine threat there is nowhere for them to go boxed in as they are. Unless the back doors open if the horse pushes against them and I do not think that is the case.

In Holland drinking in public is an offence. The police would at least take the bottle of him and send him on his way or when he causes trouble arrest him for being drunk in public. Alas, MOD police have no jurisdiction outside the gates so they would have to call in Met Police.
MOD Police do have jurisdiction and this was extended by the Anti-Terrorism, Crime and Security Act 2001. They should have nicked this clown! I guess they just couldn’t be asked?
This isn't correct. MDP's jurisdiction isn't just territorial, it's also contextual (e.g., in relation to certain persons, items and business anywhere in the UK). The MDP also has agreements with other territorial forces that grant them powers they would not otherwise have (I do not know if there is currently any standing agreement between MDP and the Met - and if there was it would probably be predominantly concerned with terrorism offences and counter-terrorism policing - but it wouldn't be shocking if they had a standing agreement to exercise powers within parts of Central London). But, finally, the Ministry of Defence Police Act grants MDP officers the powers of a constable where necessary to prevent or stop criminals: "(3C)Members of the Ministry of Defence Police shall have in any police area the same powers and privileges as constables of the police force for that police area, and in Northern Ireland the same powers and privileges as constables of the Police Service of Northern Ireland,- (a)in relation to persons whom they suspect on reasonable grounds of having committed, being in the course of committing or being about to commit an offence; or (b)if they believe on reasonable grounds that they need those powers and privileges in order to save life or to prevent or minimise personal injury. (3D)But members of the Ministry of Defence Police have powers and privileges by virtue of subsection (3C) above only if- (a)they are in uniform or have with them documentary evidence that they are members of the Ministry of Defence Police; and (b)they believe on reasonable grounds that a power of a constable which they would not have apart from that subsection ought to be exercised and that, if it cannot be exercised until they secure the attendance of or a request under subsection (3A) above by a constable who has it, the purpose for which they believe it ought to be exercised will be frustrated or seriously prejudiced." At the very least, subsections 3C and 3D of the Act alone would enable the MDP officers to detain and arrest the man until Met officers could arrive and custody be transferred.
That was embarrassing. He was a security risk because of the distraction he was causing. Move him on or arrest him, don't waste time and resources. If nothing else, arrest him for his choice of clothing!
😄 Well, I'm glad that isn't a law! But, yeah, he fed the horse a Polo! That warrants being spoken to. Following an arrest it takes a huge amount of time and resources to deal with them, like food, medical-care, transport, sometimes spare clothing etc. so if a conversation will get through to them, it's preferable.

Quite aside for the lack of respect for authority that should be enforced, this shows a weakness that terrorists - for example - could exploit. He needed to be moved on by one officer at the very least.

In my humble opinion, these police officers failed their duty. This arrogant, obviously drunk or mentally ill man was arguing with the police, putting on a disgraceful show for the tourists, and I was hoping he wouldn't try to throw now his bottle, like he did the (whatever it was) he slammed on the ground. I know the British have a higher tolerance for behaving badly, but this stand-off was ridiculous. This man should have been told to leave right when he starting his rant.

I truly do not understand the UK police. Are they required to be door mats? This drunkard posed a threat to the horse and guard. At any moment he could have thrown the bottle or tried to grab the reins or in some way cause trouble for them. And what is the purpose of the police, I ask myself? To look tough and act humble.
I did not know those police officers had no jurisdiction outside the property. They are wearing police uniforms and the checkered band on their caps so why not power of arrest on the sidewalk where they were when the altercation took place? I don't understand why this man was nor arrested????? In the US he wluld have been arrested and taken to jail. Just curious not being disrespectful to these officers. I love cops and as a retired deputy sheriff I fully support all law enforcement.
To arrest on the pavement you need the Metropolitan London Police. You rarely see them here, it's a pity there weren't any mounted police, they would have had him

From the man's behaviour it's not unreasonable to assume that should they have tried to effect an arrest he would have resisted. He is also holding a bottle of beer which he could use as a weapon. As all of the officers are equipped with long guns (the Colt C8 carbine) that somewhat restrict their movement and are a liability close-in, any physical confrontation is likely going to escalate to a Taser deployment. In addition, it seems that the girl (despite disappearing out of frame) is still nearby and they have a habit of trying to intervene when police are arresting 'their' man, so you could quickly end up with two people being tasered. What's more, depending on how the man used the bottle (and particularly if he broke it), the incident could escalate to a confrontation with a man with a deadly weapon, which would justify the use of firearms. So, at a minimum, you might reasonably expect to have tasered one drunk man, be responsible for him whilst he's in your custody (and how long will the Met take to get a unit there to take custody of him?), have to fill out a use of force form, incident report, witness statement, etc. and, if the CPS decides to prosecute the man, attend court. If it really goes south, you might end up having shot a drunk man in the heart of the Government district of London (here's hoping you don't hit any bystanders), make the news, have the IOPC asking you pointed questions, etc. And, either way, all because you decided to do the local bobby's job of dealing with a drunk-and-disorderly, which has distracted you from your primary role of policing the MoD property in Whitehall and providing a general counter-terrorism presence. Or you could try to de-escalate the situation, tolerate a little bad behaviour and hope that he moves on to become somebody else's problem. If that is the reason, I'm not condoning the officers' decisions (I don't think it does the image of policing any good), but I would understand it. For what it's worth, I would think that many of the Met's Parliamentary and Diplomatic Protection (PaDP) officers 'next door' at Downing Street would consider a similar course of action as they are in a very similar position and have a very similar role to the MDP officers in Whitehall. However, they may find it easier to summon a local unit or else call in one of the many MO19 Armed Response Vehicles (ARV) in and around Westminster to deal with it (whilst the ARVs are also equipped with long guns, they are secured in the car by default with the officers only carrying sidearms, so it is at least a little easier for them to go hands-on).
