I don't think this will happen until people start electing the middle class into office rather than the landlords who profit from this. State budgets are affected by the increased tax revenue as well.

If you want to change the situation, make every sfh rental convert to current mortgage rates - not fixed since it's primarily being used as a business investment. Most other businesses have to refinance every 3 to 5 years, why should housing be any different? You could make exceptions if it was a home that you had previously lived in or if you actually built the home specifically as a rental. Banning funds probably won't do a thing. There are still plenty of mom and pop investors with thousands of doors who will keep the price high by eating up The limited supply.
It could happen but it would be unconstitutional to make them sell it all off. They can fix the problem moving forward but they will not be able to force them to sell off what they have. Free capitalism. The government needs to work on insurance bills, interest rate programs for first-time home buyers, and taxes incentives for primary residents.
