Long toss is a "conditioning" tool, not a "strengthening" tool. Teaching the body how to throw max distance, max effort is no different than getting on the treadmill, setting it to 20mph, and asking someone to get on and run. Its an overextension or exaggerated movement that conditions the body so it can handle the demands of the what I would call "normal" throws made in a game. Teach the body how to move like a cheetah so it can go 0-60mph, it doesn't have to run 60mph all of the time, but it can when asked to.
