After that, any piece crafted with www.wowhead.com/item=193555/toxified-armor-patch to double their damage. Bracers/Belt are generally the best option, but any slot where you have low item level to help up with a crafted item is good.
Maybe this is a stupid question, isn't there any scenario in which you'd take the Fundamental Observation talent for Zen Meditation? It would make it a full proper cooldown, right?

Well, what you should spend Blackout Combo on really depends on what kind of content you're doing. If you're in raid, doing a typical ST fight, Tiger Palm is the best for damage, and that's the best use 99% of the time. Using BC on Breath of Fire in AoE is fine, and if you're using Press the Advantage, you want to use BC on the PtA double-hit. As for when to cast Blackout Kick, the only time you wouldn't want to use it on cooldown is at the start of an AoE pack when you're still picking up threat with Keg Smash, SCK, and Breath of Fire, but otherwise, you want to hit BK every 4s like clockwork.
