MCB* Manually controlled barriers you probably ment. This is called MCG - Manually Controlled Gates. You are right that MCG's are safer, because they close the railway when open to road traffic, preventing animals or trespassers that can't be arsed to jump over, and also rids the need for a cattle grid/anti trespass guard.
