1938: Salvage isn't just an acceptable thing, but it's also nationally important and promoted by Government. 2018: Salvage is now viewed an *unacceptable* thing, because contracts to "authorised" salvagers are promoted by Government. My, how times have changed! (And with a comment like that, I'm probably getting too old for RU-vid! :-p ;-)
This trailer was released in 1942 (possibly made by Gaumont British) with the working title "Rags for salvage". It's possible that the animator was Peter Sachs (1912-1990), a German emigre who arrived in Britain in 1939 from Holland where he had worked in the George Pal studio. He worked on animated ads and shorts in the Pal-Doll (Puppetoons) style, including a series that Pal made for the British 'Horlicks' company in the late 1930's. The 'Rags for salvage' puppet animation is fairly basic but the Ministry of Information had minimal production times. I have no suggestions about the script or voice actor.
