Sometimes, the post breaks off because it’s rotted at the base! No need to DIG that concrete out! Usually the wood is not rotted all the way down. Just drill a Lag Bolt down at a slight angle. Wrap the chain around the top of the lag bolt, and Presto! One concrete base removed!
