Pff there was barely any congestion! Here in Melbourne (Australia) the traffic can get much worse, but at the same time our population is much higher. Love Auckland, from Melbourne :)
Yes mid January is a very low traffic time in Auckland during the morning. I live in Sydney so I think I just beat Melbourne in traffic sorry, but yes I can imagine the traffic in Melbourne would be quite bad. Normally when university starts up again (March) it can take up to 1hour 45 mins to do this 11km run!!
