He is a nice guy on camera and in public, but he is a liar. His employees, including high ranking employees he hired and promoted, ran an illegal interrogation organization in a different building away from the police headquarters, so it wouldn't get out to the public. After it got out, all of the police in BR now have to carry the stigma of being bad cops because Paul and his leadership ran the police dept outside the boundries of the law. But none will go to prison, like the people they put in jail by forcing them to confess to things they shouldn't have without a lawyer present, in the CAVE.
