Very nice! That's a true "chopper" by the way, since something actually got chopped -- in this case, to add the hardtail section. A "Bobber" has simply been stripped, mostly for weight. Ya see a lot of old Harley 45's like that.
Twisting at the throttle won't help start it. Depress the primer plunger on the carb till it leaks gas from the float, then give it a kick. If it's cold close choke too. I've had a Thunderbolt for 39 years. You get the starting ritual down. (really helped to put Tri-spark electronic ignition in too)
It is a shame that more BSA bikes have not been preserved in the US. They may not have been the best designs mechanically but there is a certain art in the way they looked.

Okay I’m a complete noob to bobbers I ride an 04 GSX-R600, Nd I have a dumb question 🙋♂️ do bobbers or Harleys/ those type bikes^ have a kickstand kill switch?? My bike won’t start with the KS down @ all!! Lol 😂 now I see why they made them with the KS kill switch ( thanks bobber) lol
Now that is cool! What model of BSA is that? I have a BSA C15 frame which has twin shocks on the rear but I'm going to convert it to a rigid hard tail.
FPS- Try lubing the cable first, if it is cable. Then if your clutch is still heavy, check the basket for defects, if all is fine, change clutch springs.
I have no idea on the specs or who the owner is. It happened to be down at my buddy's shop and snapped a quick video of it cause i thought it was cool too.
