It was 1994/1995 when the episode was produced, and in this year we had the first VR Hype in the computer business, were you could buy this kind of glasses. The second hype were the year 2017+, with the current generation of VR glasses.

There was a backdoor pilot was done ( backdoor is an episode of a show that is done to stage the ground to launch a new show in the fall Examples include the facts of life and ST:TOS Assignment earth episode) where Steve, marcy's ex husband was to be the college's new dean and in the backdoor pilot Bud and this Russian basketball player competed for Kerri Russel.

The MWC writers weren't big on sustained continuity changes. Few shows were back then, because without streaming or dvd sets you have to assume most people were watching random episodes out of order. Keeping Amber around would change how everyone interacts and Bud's character specifically. And they didn't want him to behave that differently.
