That was using Octane Standalone as the renderer, Houdini for the custom shader effect and Photoshop for the Maragoni Effect. You can find Octane for Blender for free online if you don't have access to Octane Standalone. Just do a Google search for it and you will find the latest release on the OTOY forums. OTOY is the company that makes Octane.
Heyhey, as mentioned you could use a 2D FLIP sim to get the swirly streaks (have a look at our Rayleigh-Taylor tutorial) and use the resulting patterns as you film thickness. Cheers, Mo
