This is the most braindead take on bulking ever. Bulking is basicly eating in a caloric surplus. So even 1 calorie above your maintenace calories is by definition a bulk whether that comes for junkfood or clean food(i dont recommend eating garbage) but to put on muscle in a substancial rate you need to be in a surplus of calories
