I think because there would have been words on the teleprompter, it would have been very hard to say things off cue as your eyes are looking at the lens with words above it and you'd be telling your brain not to say them like previously in the rehearsal. Hence the stutter and slowness etc

There's an article about this whole moment. Huffington Post. So, Kanye was really nervous. All the Celebrities involved were reading off a teleprompter, as you can see with Mike and Chris. But moments before Mike and Ye went on, he whispered into Mike's ear "Imma go off script a little bit" and Mike nodded back thinking it's probably going to be one line or two. And then boom, out of nowhere Ye delivered a friggin speech and Mike was probably thinking "uh dude, you said a little bit" but managed to stick to the script. After the show, a famous country singer and his wife - who were also part of the many Celebrities that were involved in the initiative to raise funds for Katrina - went to the producers and said "He's right you know..." talking about Ye "...this isn't going to ruin your legacy, this is going to make it" And in a way, that country singer was right. This moment lives on forever.
