The song talks about a Mexican legend called La llorona. She was a girl that was left for her husband because he found a younger girl, so that, she killed her 3 sons in the river and then she killed herself, and now we can hear her at night shouting "aaaaay my children". The legend also says that if you find her and she gives you a kiss you die inmediately. It is a story about pain.

María is a common name in Mexico so he can be talking about any women. In Mexico if your a women and they don't know your name they will call you Maria. There are even Maria dolls so little Mexican girls can have dolls that look like them, rejecting the perfect barbie doll image. He is talking about a dead women he doesn't not know the name of working and walking the streets. It gives a feeling that this could be a mother, sister, daughter, if your a women yourself, or any women down on her luck and looking to survive in a dangerous situation.
