the problem is not that the State doesn't have enough money to fix the roads. The problem is that the California State Constitution allows the State government to use money for other items rather than what they were allocated for, even if we voted the tax into place.

How can the state not have enough? We pay state taxes, bridge tolls, gas tax, HOV tolls, registration fees, ... By my estimation, we are taxed at least five times over for just driving. AND on top of all these taxes and fees, each one has steadily increased or is being considered for an increase. California is poorly governed. No amount of taxation will solve this problem.

I had gone to a university majors fair years ago, the engineering students told us that the damages on the roadways are primarily caused by heats coming off of the bottom of the vehicles, and their weight. The heat causes the concrete to expands and contracts nonstop, stresses the shit out of the material. To see the effect of that, look no further from bus stops, concentrated bus routes, semi truck warehouse stops, and concentrated semi routes. The reason? Hot diesel, and heavy weight. Politicians should really start to consult with the scientific, and engineering communities more closely. The current level doesn't seem to be enough. They are even reporting from California (concentrated with high tech, and educated professionals).
