Is is not the drought that is doing this. It is a system which gives large land owners special drawing rights which allows certain farmers to waste water profligately while others don't have enough. In a rational world, everyone should have to pay a modest water extraction fee for their portion of the scarce resource and these fees should be redistributed to all residents on a per capita basis so that they can afford to buy as much water as they need and but have a financial incentive not to waste any.

complete bullshit. Check the rainfall totals for cities in California. Check the river flow totals. I have. There are records back to 1850. For San Francisco, the San Joaquin River, etc, etc. This has happened many times since 1850. I'm in the Sierra Mountain. Cutting down a bunch of trees and I see the same thing in tree rings, a Big "drought" around 1945 for some 15 years +/-. So say the rings.
