The Nazis had a large paramilitary organization that served as basically their military police force and were the main organization within Nazi Germany responsible for carrying out the actions of the Holocaust and all of the other non-warfare horrors that came from that period. This group was known as the Schutzstaffel, or the "SS" for short. The letters "SS" thus have a very strong tie to Nazis, and the joke being made is that Nazis should be in "SS-Tier".

the ‘Schutzstaffel’ were the “political soldiers” of the nazi party they are abbreviated to ‘ss’ and this would be seen on many nazi soldiers uniforms and the symbol ‘ss’ is synonymous with the nazi party

So in a lot of Tier Lists, you'd typically see something like things getting ranked A, B, C, D, or F, following an American grading scale, where things in A-tier are at the top, and things in F-tier are at the bottom. A lot of tier lists also started heavily involving video games, which have a very large influence from Eastern cultures - namely Japan - who like to really stretch out that "A-Tier" into further divisions so that some groups can be "more best" than others. In a lot of Japanese rankings in games, you'd see things like A-rank, AA-rank, AAA-rank, and so on, where the more duplicated letters, the higher up in the list of A-Tiers you'd be, i.e. AAA-rank is better than A-rank. But! That's not good enough. No, not for our Japanese games. We need a tier above A-tier! A tier to put the absolute best of the best! So for a reason that I don't know the origin of, it was decided that this tier would be S-Tier and it would be even higher ranked than A-Tier. Now, following the earlier pattern of Japanese games and how they really like to stratify their tiers, we of course need to sort out who is the "most S" in S-Tier, so it's time to start duplicating letters to see who's a higher rank. Naturally, that means after S-Tier, there'd be SS-Tier, SSS-Tier, etc. So, since they were talking about the priority of what deserves to be hated and what should go at the top of the list, one of them suggested Nazis should be an "S-Tier" item, right at the top. But Calvin suggested that it should go farther than that, and that Nazis need to be higher on that list, maybe deserving to be as high as "SS-Tier" Since you already said it, I probably don't need to go into the background of the SS and how they're related to Nazis for you. But since its a key component of understanding and a lot of other people in the comments don't seem to know: Nazi Germany had a very large executive paramilitary organization that basically functioned as a military police unit. This group was known as the Schutzstaffel, or SS for short. They're the group that was responsible for the majority of the non-warfare based horrors inflicted upon the people, such as the Holocaust. As a result of how infamous the group is, the letters "SS" developed a very, very strong tie to the concept of Nazis. And that's the grand tour of the knowledge you need to understand the play on words.

The SS was the black-uniformed elite corps and self-described “political soldiers” of the Nazi Party. So instead of Nazis being in S-Tier, they should be in SS-Tier.
