The affordable housing crisis in the United States continues to be a problem and it’s only getting worse. And in places like San Francisco, where construction costs are some of the highest in the world, overcoming the housing shortage seems impossible. However, one solution is gaining traction that could dramatically reduce the cost and time to build new housing - factory-built apartments.

Building is a part of it, but a small part. So this will help, but only a little bit. You're 100% right that zoning is the biggest issue and lack of labor is a big issue too.

Right it won’t matter how cheap the manufacturing of the building can get. People who own homes in the area will call nimby. They don’t want to see more supply that would drive down their home value.

Permits, fees, zoning laws are insane. I am all about cost effective construction, but you must start with stupidly ridiculous laws! It is a bureaucracy that makes housing costs so much.

This is sololy for the benefit of the Democrats' wealthy donors who have the price of their land go up as everyone else suffers from lack of affordable housing.

As a carpenter, I think this is super cool and exciting. I would miss building and framing on site, and being outside, but construction has been done the exact same way for decades. It's time for some innovation

@@LukeryaPereprygova - Wood is actually more sustainable and less expensive to use and produce, transport, replant/ regrow, that concrete, which although an excellent building material in it's own right, - has huge downsides, and is less environmentally friendly overall. The one huge negative of wood (as we have seen in some areas), is it's susceptibility to forest fires/ wildfires. But this is where aerated concrete/ stucco/ tile/ asphalt/ composites, etc. come in as surface finishes/ siding/ roofing, etc. Most of the houses that have burned down in these fires were built many decades (even centuries) ago.

Its not just the building cost, but the land cost and the value of the land is something this report doesn't address. One of the reasons why construction is so expensive is taxes, surveys and 7 more surveys that look into the same thing.

smaller cities and rural parts of japan are deflating, but tokyo is still growing. Tokyo has a booming population still, a booming real estate market, and can still create walkable, transit-accessible housing at much better prices than the typical bay area home.

@@acommentator69 yeah no it's too much beauracratic red tape that's messing everything up. Even to get a contractor license or a gun there's lot of unnecessary hoops you have to jump through in California which is ridiculous. Even to get the stickers for a car is priced stupidly.

@@acommentator69 Most of today's immigrants aren't demanding the same housing as a lot of what is expensive. You can see some places more expensive than others, and usually it comes down to restrictions on increased supply and other zoning and regulations.

In the Bay Area the housing shortage isn't caused by construction costs. The problem is lack of available land and local laws that discourage the building of high density homes. In most California cities a resident costs more in services than they pay in taxes. A business is the other way around. As a result, most cities bend over backwards to attract commercial development and make building homes as difficult as they can get away with.

Exactly. I deal with this same problem in Boston. Not sorry but cities with housing shortages should be bulldozing city blocks or even neighborhoods with light housing to makeway for denser housing. I doubt people will miss the architecture of a tripledecker home.

@@maxpowr90 how will they deal with the extra traffic? Not every large city has public transportation. South Florida for example is very dense right now with all the building but we have no real public transportation so everyone is squeezed into the roads and it has made traffic a nightmare.

Muzzle the Nimby's in the Bay area, and you'll suddenly see a hundred construction cranes rising to the skies. Muzzle the California Coastal Commission, that won't allow an high rises along the entire CA coastline, and you'll see another 100 construction cranes.

The land is a huge chunk then labor cost. The people that used to build houses probably were in the $15hr range. Now minimum wage is $15hr in some states with mandatory benefits they probably make 25-30hr.

Indeed. The markup for houses is insane. I live in Denver, Colorado. There’s a huge development here called Stapleton that was built in municipal land. The City sold the land to the developers for literally $1. Then the developers build a 1,200 sq ft house for $500,000. Clearly some BS.

Now the city collects tax on that piece of land based on a valuation of 500k. So all the incentive for the city is to provide very expensive real estate even if no one can afford it, because it still boosts tax revenue. Meanwhile the developer leverages that 500k value to get another larger loan and repeat the process. A win win for the city, the developer and the original home owner (who will likely not sell, but rather rent at absurd prices). A massive lose for anyone who actually needs a home... But no one cares because they don't have money.

This video has such bs title ( CNBC, what do you expect? ). There is no shortage of housing in the US, but of wealth and income equality ( and decency ). Just to give a sense of what we are looking at: as of early Feb 2021, the US currently has an inventory of 1.07 million available houses, versus a homeless population of 554 thousands. America is one of the few wealthy countries in the world where they line up homeless people on one side of the street, and twice as many empty unsold _homes_ on the other. ...Ah, the wonders and efficiency of the "free" market!

You know what New York City has more than anything else? It is bursting with diversity, talent, artistry, culture, art, all the Silicon Valley companies bought city blocks worth of buildings, jobs, laws that allow equality, workers rights and renters rights. The most comprehensive infrastructure of transportation in any city, “ colorful” neighborhoods overflowing with their own identity, protections for minorities and progressiveness that is forward-looking. No one cares about St. Louis.

I looked at doing it about 09 and it was basically double the price per square foot in my area, made a 1500 sq ft house about 250k for very bare bones and still needs furnishings and appliances, I love the idea but for now I don’t think we are there yet, but we should be!

Use modern materials and modern upgradeable tech and we could be living in the future in a generation! I’ve had the chance to tour a couple of the factory’s these manufactured and modular homes are built in here in Texas. I can tell you that they are very well built homes and there isn’t a lot of waste during the building process.

Houses and commercial building can go up very quickly even with regular conventional methods with very good quality I have been in construction for about 20yrs. It's always city and state permits and regulations, that slow everything down. Many construction companies and builders just don't want to deal with all that in places like The bay area not worth the the time or money anymore, so they just go elsewhere

This is exactly what this is. It's the destruction of skilled trades like carpenters, plumbers and electricians. To be replaced with lower wage lower skill positions where each worker is only responsible for one simple piece, just like in auto manufacturing. Over time if these positions unionize to retrain good wages, more factory built homes will outsource manufacturing to cheaper labor markets in foreign countries, just like auto makers and every other manufacturing industry. Following that, you no longer have actual skilled tradesmen who can take their skills elsewhere, you have only unskilled workers who can't transfer their basic knowledge to a different job or career.

I live near one of these factory OS apartment buildings. They may be market rate for the Bay Area.... but it’s still 2300 for a studio. If we are going to have affordable housing we need to have rents in reach for minimum wage workers.

@@ohmygosh4761 first off... I don’t make minimum wage. I work at a salaried position. No where did I say in my comment that my situation was the same as a minimum wage worker. However instead of insulting and pointing fingers at minimum wage workers- One really needs to look at the housing market. If a studio is 2300 dollars a month- someone needs to be making at minimum 72,000 a year- (2.5x rent- the very minimum a landlord will let you get by with to rent. However in most cases it’s actually 3x rent so you would need to be making over 80,000 dollars a year.) This shuts off the majority of housing for not just minimum wage workers- But also teachers, postal workers, social workers, the majority of non senior level working corporate jobs not in tech. What we really need in the bay area is affordable housing for everybody. If small studios are going for over $2000 a month- The majority of workers need to be making more than $70,000 a year. This simply isn’t the case. Housing prices need to go down and Wages to go up. Unfortunately, what’s m happened is housing has gone up, And wages have stayed relatively stagnant outside of all fields but tech. You may say well then just go work in tech. But we can’t have a city only of tech workers. We need teachers. We need social workers. We need minimum wage workers at the grocery store. These are essential jobs. People in these jobs deserve to have a place to live. However so many of them have resorted to living in their cars. Living in unsafe situations. Being homeless while employed. Or even having to commute over two hours to get to their jobs. Some people find lucky situations where they can afford to live way under the market rate. However not everyone is lucky enough to find those. There is a reason why there is so many homeless people in the Bay Area. Housing cost is one of the biggest reasons.

The ability to construct square corners seems to make the Carpet layer happy. Pre Fab seems to provide corners that meet the demand for precision..... Providing a good supply of Cranes and Operators to accommodate construction methods like the article suggests, almost seems to suggest the inspiration for a boom (pun) in crane construction industries..... Can the Banksters provide that new supply of equipment and men?

In truth, we “old folks” very much want to hire young people. We want to help the next generation; it’s important to us. However, we also need people that can and are willing to do the work, and that have initiative. I do not know you personally, so this is not directed at you, but there is a large number of young workers that literally have to be told what to do on everything; otherwise they say “no one told me to do that.” Well, when something is specifically your job, what you were hired to do, you should not have to be told to do it. That does not mean you will know everything about how to do it, but you will at least know it is your responsibility and will attempt to do it and ask for help if needed. So the “old folks” might be hiring other “old folks” just because they are having trouble finding acceptable “young” people. Let the firestorm begin! Edit: I agree about trade school costs.

You don't even need a high school diploma to pour concrete or lay bricks, but younger Americans do not want to do those jobs, and the restrictions on immigration are making workers difficult to find. I’m a custom home builder. I have 20 years experience in this trade. In California building is cheap. It’s the land and taxes that you will pay for. They have the same workforce as Arizona. Where a 400k house is very nice. 400k in Cali will get you a shoe box and bad neighbors. Also the homeowner usually want to buy the cheapest material and put best and most expensive knobs in kitchen. I’ve seen knobs in kitchen come to 1k. When a big box store would be 400. So in short you get what you pay for in the area you choose to live.

Zoning is a major problem also in most US Cities since WW2. It needs to change or all we have is neverending suburbs that are extremely car dependent. I love to drive, but as someone living in Houston now I miss living in Toronto Canada and being able to hop on the subway and not worry about parking or the expense. It was so convenient!

That's not really how housing works. People choose where they want to live. Even if there are empty houses, they aren't necessarily in desirable places e.g. in dead-end suburbs.

I have been in this industry for 40 years. The problem is at all levels. Starting with the regulatory agencies and it just snowballs from there. Not to mention the end of the trades and the trade school and apprenticeship programs. Making the design idiot proof is a real thing. Most housing is still built the way it was 50 years ago. Liability and risk is holding back much inovation back.

I grew up around Baltimore, which is by most measures a relatively affordable city... 80% of the row-houses there were derelict and abandoned, and I never saw one sell for less than a quarter of a million... vacant lots typically went for even more...

good point, but those refurbished are pricey because it requires artisans, aka people who know their skill. can't rely on cheap labor a contractor could flip the house well enough, but they have to tie up alot of money each time and take the risk that the house will sell for high enough to justify tying up that kinda cash

It doesn't matter how cheap it can be built... The owner is still going to charge as much as the market will bear. I.E. even if it costs half as much to build as the conventional building next door, apartments in both building will rent for the same money. All this really means is a higher profit margin for the developer investing the money and taking the risk

Something on the order of the Post WW-II "Lustron Homes" designs, although larger (3 BR 2 BA and 4 BR 3 BA, etc.), might be a timely solution to the current situation in many areas. Or they could be standard designs like Sears, Roebuck used to sell, pre-measured and cut lumber that was delivered on a truck (or trucks), all you had to do was site preparation.

There is a company in Texas that's been constructing prefab houses for years. Grant Imahara did a 6 part RU-vid series on The Verge channel about it 2 years ago. Building prefabs using assembly line construction isn't new. They are still trying to inflate the construction costs though.

If construction becomes cheaper it helps to offset the cost of the expensive land. 100k house + 100k land = 200k total, but 50k house + 100k land = 150k, this was just a oversimplified example.

@@Oceansta Most house fires start in 1 or 2 places, it is either kitchen or caused by electrical shortages. There is are fire code requires in all buildings, including residential that must be met by all houses. Also kitchen appliances are made so they rarely catch fire. And the fact that fire services are readily available if they are called snd it is rare. Most fire calls are for small fires. Rarely do you see a whole house going up in flames, those are typically cases of arson and are investigated.

Chances are, you're one mistake away from being homeless yourself. Apple and Google applied for permits to build housing themselves and were turned down because residents were worried that it was going to affect home prices. We just had a modular home built and it is a beautiful and an extremely well built house. Many people think of a double or single wide when you say “modular” or “factory built” home but it is not. Our home is all brick and close to 3000 sq ft. Factory built homes are over built and so much stronger than the old stick built. I will never understand why we still have stick built houses. What an inefficient waste.

the lack of foundations these lego houses has along with an earthquake prone area gives me all kinds of anxiety, and i dont even live there.

@@jakocadiz if I'm not mistaken they design the building to absorbe energy and desperse it through movement. The buildings, foundations and materials will sway, vibrate and shake but they will not collapse.

The construction industry has trouble finding workers? Bruh, every time I look for construction jobs they're always asking for someone with +5 years of carpentry, framing, plumbing, and electrician experience. Its really annoying especially when I try to filter my results to only entry level construction jobs but I still get hit with those narrow requirements. Then on top of that if you don't already own a pick up truck then they'll probably look elsewhere.

the problem with those timber blocks they pose a safety hazard for fires so if one goes the rest will, as for concrete highrise it may be more but fireproof and stronger against the elements.

The housing problem is very complex due to the varying reasons for homelessness. Some examples being mental health, substance abuse, low income vs home prices and even some people refusing to work citing their hatred for societal norms. Regardless of the reason, if the only focus is on housing and not placing them in or building desirable communities with accountability, pride of ownership and safety as top priorities, the resuls will be more high crime unsightly areas. For rental properties to succeed, they too need to be in desirable areas with strong enforceable standards. Understandably, rental tenants don’t have that same pride of ownership and risk of investment as home purchasers but this can be offset with desireable communities that includes strict rental policies. Without it, the crime and mayhem will drive out good residents and lowers property values that eventually becomes urban decay. Cities are full of examples of this happening where the difference between urban housing and successful communities was pride of ownership/residency, and accountability.

@@The105ODST thanks. I have a fair bit of knowledge and experiece with the good, bad and ugly of it including a great deal of passion for it. Unfortunately today we have an excessive amount of identity politics where self-promotion and ideologies are driving decisions while ignoring facts and reality. The world has benefited greatly from dreamers and trail blazers but wishing and assuming everyone will behave, do their part and be respectful, are not realistic expections. As unfortunate as it is, human imperfections and often selfishness today, dictate the necessity for proper management and accountability. We can only hope there are some common sense decision makers involved here.

I looked to have a pre-fab built in/around Los Angeles. The project and land could be rationalized but the resulting property tax bill was STAGGERING. People live in dilapidated crap shacks afraid to remodel their kitchen for fear of a +30% property tax reevaluation.

I worked in modular construction for six years. The biggest struggle is getting clients. Architects and owners need to get on board because this is the way forward.

The more cost efficient way is to prefab panels and slabs with CLT, transport one on top of each other, to be finally assembled on site. Modular building waste material having double roof/floor assembly when they seat one on top of each other. You can also transport more weight with assembly panels than with a final empty module.

@@BlackTeethMedia No they do not. Steel Reinforced concrete, yes. Anything made of brick, stone, or block is banded. Wood frames flex in an earthquake. Bricks etc. crack and break and fall down. I lived there for 8 years.

For me it's not really a problem of luck of housing. It is about ho affortable it is. I live in Poland and every new neighberhood I see seems to created for directors, and big buisness owners. They just don't think about people who make the lawest salary. You either live in cheap old apartament or in villa that costs too much. But let's be honest a lot of people just what some space when they can chill after work, sleep and have some privacy.

There is only so much land in nice cities like new york and los angeles the only way to solve this problem is to make less desirable cities more desirable through some kind of government funded development and have people use the all the land that is sitting vacant

Actually it's not a housing shortage issue. There should be a tax on vacant units or vacant properties as they did in Canada. There should also be a higher tax on housing where there's rodent or roach infestation that hasn't been eradicated within 3 months. By the 4th month that place should just be condemned and the tenants relocated to a habitat able environment on the owner's dime. Those funds should then be diverted to affordable housing subsidies based on income. Also there should NOT be an entire building dedicated to "low income housing". That's what creates bad conditions, drug dealing, gangs, crime, shootings, murder, vermin infestation, male urine in elevators etc unless it's building for veterans ONLY etc. It should be a 20% of all new buildings should be towards low income residents that way these residents need to respect the environment they're in as they will be required to keep up with the basic standards that residents at the higher income brackets live at. None of the residents should know which units are low income nor which residents are low income. This way if any complaints come in due to "bad behavior" it's not because these specific residents are being targeted but actually due to their actual behavior being a problem for All residents. After the 5th complaint has been verified, the resident is then placed on a 1 month probationary period. If any new complaints arise, they are then evicted + restraining order filed so the resident if returns to unit for any reason after vacating, they will be imprisoned for minimum 5 years. The unit will be vacant, cleaned, repaired or fumigated if at all necessary, and a new low income renter can move in to the their place and start a fresh new life. I think if things are structured this way then there will be better opportunities for all. Still with that said these building permits and fees are pretty intense but sadly required to make sure buildings pass proper inspection to be habitable for the long haul. No one is really going to truly get over the collapse of those Surfside condos.

I'm a building contractor and you are right on. Most multi family housing is built to a low minimum sound transmission standard. Quality of life suffers without privacy.

@@linusmlgtips2123 or-get this-other states don’t have a severe housing crisis, especially when comparing those with low regulatory hurdles to California. It’s not capitalism. It’s the government. Simple example: compare the expensive regulatory requirements for building a home in California vs. those of a neighboring state like Utah. For many, it’s not worth it to build, even if the need is there.

Planning wise, there's a lot more to it than just "cutting loose the land". There's all the infrastructure needed to support those housing units. Water, sewer, electricity, trash collection, and all the ugly bits that make civilization function. The biggest mess is transportation. If you really want to do something revolutionary in the United States then build those units without parking minimums, and build them as transit oriented development, and supply them with real, high quality, high availability mass transit.
