14:55 I think your supposed to block the sea tiles actually. The game prioritizes the supply methods which give you the most supply so if you dont block the sea tiles the game uses convoys instead of the railway lines. Kinda weird especially if your facing large amounts of convoy raiding but that's hoi4 for you.
