Iraq cannot do any of their mega projects to have the funding and to pay contractors including foreign contractors involved in their many projects for the betterment of all Iraqis and the Kurdish State as long their dinar is on the program rate of pennies on the US dollar... the dinar must be revalued to the pre-Iraq War rate. It appears the United States has control over their currency and oil reserves under the Executive Order 13303...
