Charizard was a Tera Raid Pokemon event at one point. You just had to catch one and then you could breed it!

actually you only need 1 badge for level 25 pokemon, so the scyther is not "way to high level" its 2 levels too high xD also beating team star doesnt give you any meaningful reward, so i personally always do them last. this is how i would prioritize the treasure hunt: first beat gyms if you can, 2nd titan pokemon, last team star.
