Check storage, in my case my storage was full and I had to delete a lot of stuff then I reset my network settings and then reset my phone and my Bluetooth works now.

Try removing other devices on your apple ID, it worked for my IPhone X

@@isaacskinner3643 go to settings and on top you will see your name and apple ID click on it and at the bottom you’ll see how many phones use your ICloud, if you have multiple devices showing remove them and remain with only your phone then after some time your Bluetooth should turn on

Check storage and delete whatever is taking up the most space, then reset network settings and reset phone my iPhone X has been working since I cleared storage.
