Can Victoria still beat the game on rank 15? 

The only big threat I see, when I look at the list of ranks, is the improved enemy intelligence. Victoria has proven herself again and again against the rank 15 armies, the health buffs, and the accuracy nerfs, making great use of the ammunition buff as well.
