Essentially it was a combo of issues around Chalter. First, there was this idea that there was a promise from the devs where there were only supposed to be like 2 limited banners per year or something along those lines (been a while, so the number could be different) and Chalter's release broke this promise, however, there is no actual proof of this promise (it just got thrown around a lot). Second, was the issue with the original Chalter E2 art, which looked kind of bad (massive head issue iirc, also looked a little too much like Blaze for some reason), or at least bad enough that they went back over it and edited it. There was also the issue that Chalter was just considered overpowered (which she is) and pretty much invalidated normal Ch'en (who was already on the bench for most people). The devs have tried to make sure limited operators aren't as powerful in the future and this can kind of be seen in how either balanced or underpowered a lot of the newer limiteds are (ie. Spalter, Gavalter, even Nearlter). Finally, there was just the generally unfittingness of Chen suddenly going from stoic swordmaster to bikini-clad water gun shooter that just rubbed a lot of people the wrong way (tho this one is explained in the story and imo it makes enough sense after reading the Dossoles story). A lot of this stuff got put together in a video by Kukki and it all just combined to leave the AK community feeling a little put out for both CN and EN (tho mostly CN as this occurred during their version of the event, wasn't as big an issue when it came to global obviously as we have foresight into what events are coming).
