Not just raspberry pi4 able to install windows 11 also xiaomi pad 5 able to that, make sure read carefully before proceed if making a mistake at Xiaomi pad 5 it will be bricked it that device.
It would be challenging because the Windows O/S for Arm doesn't install like regular Windows. You have to obtain the BSP image from the hardware manufacture and I doubt the Fairphone 5 would be offering a BSP to run Windows for Arm on it.
