Canada announces revival of war-time housing plan in effort to speed up builds | FULL

Ottawa will revamp a WWII-era housing plan to speed up the pace of home building in Canada, Housing Minister Sean Fraser announced on Tuesday.
Fraser confirmed Global News’ report from Monday that the federal government was dusting off a program nearly 80 years ago run by what was at the time known as Wartime Housing Ltd. to provide standardized housing blueprints to builders. The minister added the variety of homes offered would be built in a cost- and labour-effective way.
“In many instances, these homes were being built in a period of about 36 hours, and we intend to take these lessons from our history books and bring them into the 21st century,” Fraser told reporters in Ottawa. “We are going to be moving forward with a catalogue of pre-approved designs at the federal level.”
Consultations for the program will begin in January 2024.
Plus, other federal ministers spoke at the press conference, including Health Minister Mark Holland, who said the government's dental care plan is important because if left untreated, dental problems could manifest into more severe health outcomes. Apart from personal suffering, they could lead to downtime of people rather than contributing to the economy, he said.

Homes may be mass produced at low cost. There is little reason to custom build a basic, single-storey home. This process may be automated to produce panels that fit together that are insulated, wired and plumbed. Wall panels fasten together and into a floor panel that contains all of the utilities to form rooms. Infrastructure that comprises a residential base with water, electricity, and sewer connections contained within are constructed beforehand to serve the needs of a city on which homes are erected. Imagine, ordering a home on Amazon for fifteen thousand dollars and being able to assemble it within an hour that has double or triple the space of a million-dollar apartment with features such as an embossed ceiling that add a whole new dimension to luxurious living. The floor contains all of the utilities, heating, ventilation, air conditioning, wiring, plumbing, water and drainage. Then it is merely a matter of plugging in vertical panels into the floor to form the outer walls and space for living-room, bedrooms, closets, kitchen and bathroom. This floor is the "mother floor-board" from which all utility connections rise upwards from the floor into vertical wall panels. No utility lines connect horizontally between vertical panels. Sinks, toilets and shower head are attached to wall panels that also plug into the floor. Wall panels that are possibly 4’x8’ or one meter by three meters are made from a composite plastic material mass produced in an automated process. Panels that comprise the floor are one meter by fifteen meters with the panel at the edge containing utility lines. A ceiling is set on top of the walls. The roof is a convex panel that fits on top of and plugs into the outer walls. It is also possible that with this waterproof plastic material each individual room has a bubble dome roof/ceiling with pipes in the walls that drain into the base. LED lights are built into the top edge of a wall panel while an electrical outlet is near the bottom. Thus, the entire home is made by inserting vertical wall panels into the floor panel that rests on top of and is connected to the city infrastructure slab base. It is not inconceivable that this single-storey home with one, two or three bedrooms be assembled and ready to move into within an hour or two of the kit being delivered. Of course, this will never happen. Keep dreaming. It will take China to lead the way and transform housing from the nineteenth century tailor-made suit concept into ready-to-wear off the rack homes that cost $15,000/$5,000,000 = 0.003 of the present cost of a home in Vancouver. The flaw in this analysis: Citizens may not utilize the land resource that was _not_ promised to them in the presently cozy arrangement, functioning like a monopoly with monopoly prices that shunts their lifetime earnings exacted through shelter directly into the pockets of the chosen few making them rich without effort while after a lifetime of hard work residents are left to die homeless on the street.

How does this initiative help with land cost? The majority of a new home purchase comes from the outrageous cost of a 40x100 rectangle which in some cities can hit the $500,000 mark.

This is not about building homes for Canadians, this is about giving more tax breaks to foreign investors, and making landlords There is nothing else in my life i am forced to rent, its okay for me to pay 50% of my income to my landlord (that he has owned for 35 years) but I can't get a mortgage for 35% of my income that would pay the mortgage for the same property This Government is being run by children

Remember when the bad tenants got together and made sure landlords were the group that needed punishment from their unfortunate tenants.. so gov leaned on them to solve the housing prices by freezing their ability to keep their head above water and froze rents, and then introduced legislation to allow tenants to beat up on them if they had any gripe. I got out of the business entirely and so did enough people that tenants have had limited choices and a complete drying up of anything to rent. This was the backlash on the demonstrations against free enterprise landlords. I have to say, the tenants won and now some are homeless. Before you tar me as being a PP conservative supporter.. I ask you to come out with his solutions for anything. He has none. His politics are totally running after victim politics… and that was the same politics that killed the canadian rental housing industry.

Crown lands should be available for development and be offered under certain conditions and criteria for lower prices ($10,000 or less) for families, seniors, and low-income people to build their own homes.

People build their own homes? Sure people with no construction skills are going to build a house. Doesn't work that way. City planners have to approve the land and put together the layout of the subdivision . Plan water, sewer lines, storm sewer lines natural gas lines, and electrical lines. Surveys done for lot allocation. There are environmental assessments that need to be done. Multiple permits granted. Then construction begins as builders can't build without the roads and all other services in place. You have standards that must be met in Canadian home construction, and inspections done during construction by certified inspectors. Only approved materials, construction standards and home designs are approved. $10,000 for a house? You are living in 2023 not 1930.

As long as we are looking at history. The original Trans Mountain Pipeline was built in 1953. It took 3 years from conception to construction to complete the project. The budget was $1 billion . The project was completed on time and under budget at around $800,000. Flash forward to today. The new Trans Mountain Expansion pipeline has taken around 12 years so far . It is behind schedule for completion and so far $22 billion over budget . Estimated total cost $33 billion. So just wondering how much the liberals think a war-time small home will cost to build today. How long to build these homes?

The last liberal affordable home plan had an objective of 164 new affordable homes to be built. They actually accomplished building 12 homes over 8 years. What makes me think the new "wartime small homes" project will be any different?

This isn't a bad plan per se, but the picture speaks volumes. Building methods haven't changed much in the past 100 years or so.. There's a canadian builder doing prefab, modular type buildings, these types of things should be given more support...

There's been some recent studies, probably numerous ones over the years, talking about the benefits of the inclusion of plants and whatnot. If you really wanted to, you could build a water retaining, filtration system right into the building. Rooftop gardens, take into account natural solar, use coloured paints that absorb or deflect heat, carbon capture.. I guess it's still cost prohibitive or just not a priority to most.

Homes will never be affordable. We are bringing more people than homes built every year.The flow of people/$l@v€$ will not stop for pensions. In 🇨🇦 we value high home prices over human life and especially our own youths lives. Prosperity of future generations are the $@crifici@l lamb for high home prices. You can't start a stable family renting or you will lose your family. The best thing young people can do is save up and leave the nation permanently. Nothing will change. Sadly nothing will change.

The national housing crisis will not be solved any time soon, expect for at least a decade or even longer! 8 million units of shoe-box size rentals would cost taxpayers between $2.3 to $2.8 Trillion, a heavy debt load on the burden of at least 6 generations (130 to 150 years) to pay off. Any newborn in Canada will have between $100,000 to $120,000 in debt to start life. Investing in Real Estate (speculators, house flippers, foreign investors, and Real Estate Casino Dealers) for the purpose of short-selling and profit-taking should be banned in Canada permanently. "Home is a life's basic necessity" and should never become an "Investment Commodity".

Then you may not understand the concept of very reasonable basic homes built by people for people. No frills but a warm comfy roof overhead. 1000s would be very grateful for this offer. First, you do not need an Architect to build or design a house, that everybody knows. Second, it will take a long time to approve a catalogue with pre-approved designs taking into consideration every building code of every province. If it is just a catalogue with nice looking “design ideas” that look good, for that we have hundreds of architecture magazines that we can have ideas from. Third, the former post-war catalogue was from another decade, where life was simpler and completely different from today’s complexities of design and liabilities. And, fourth, If it has to do with technology, regarding 3D Printing for housing, it is still in its infancy, which definitely could be feasible, but the same, many details have to considered to mass produce it to build it in every province. If many of these ideas are going to become reality a massive deregulation has to be performed to get rid of the red tape and a national provinces wide housing strategy has to be implemented which will take years to do. With the current Liberal Government this won’t be possible because it would go against their spending and bureaucratic ideology.

there is so much failure in history from the governments involving themselves legally in the design process, which has for many years been separated from the building process. Building departments currently cannot tell you how to design something for very good legal reasons. One only has to look at how these developments of affordable housing specifically in the UK have turned out to be complete utter failures. The 50s was an error to which a majority of the population knew how to swing a hammer unlike today where your average consumer can't change the washer on a leaky faucet. What I always tell people is, we don't build plans we build houses. Energy levels and bureaucratic red tape in the code prohibits you to build anything that would come close to the rapid construction of homes in the 50s you have not addressed the labor required which is nonexistent unless of course, you believe that this will all just be imported through immigration, and it's rather hilarious that the government has stripped the trades from schools and it's direction on how to educate people for so many years. They wonder why it cost so much to make anything.

We're gonna see "leaky condo 2.0" if these homes aren't designed to work in all parts of the country, and a standard bill of materials. They can't be tiny, they can't be too energy efficient that makes them rot if your tub overflows, and they can't be held together with glue. Because if you give developers too much leeway to build what they want, they will build everything out of the cheapest, low-quality, combustible, poorly insulated materials. Which is what they've been doing all this time even without the war-time era housing plans. Rockwool is more suitable for Canada's climate over Fiberglass. Heat pumps save energy. LED low-voltage lighting saves far more energy than conventional 120v edison-screw type bulbs. Yet we've not made much progress in getting Canadians to lower their carbon footprint because cheaper materials and low energy costs does not incentivize it. Perhaps the better idea would be to simply go the prefrabricated manufactured home route, and spin up some factories to build LEGO(TM) type prefabricated parts that all the war-time housing can use. But ultimately I think we need a solution, but banks and developers don't want solutions they can't make money on

Yeah but back in those days a nice 3-4 bedroom,2 bathroom new house cost around $20,000 -$25,000 and you had a 25-year fixed mortgage at 2 1/2 % for 25 years. For some it was tight but they scrimped & saved up the down payment to get that home.

More has to be done: it's unjust that we're letting wealthy non-residents buy once-middle-class homes while leaving locally-earning Canadians to squeeze into subsidized housing projects. That definitely must be fixed, or we're heading down a road that will be very difficult to come back from.

How do you have a life time land lease not ownership for the RV group and portable homes with hook up for the poorer group that hate apartment buildings or sharing for safety alone...not in our BC parks but where we will need retail and other job development like conservation tourism and organic forest food farms. Strange! Years ago, I pushed this concept at the NDP and at the Green Party, (with no real interest on their part). The City of Kingston has ignored the idea of constructing real homes. (many of these WWII houses are still in use), but the bureaucrats prefer to build "tiny homes" for Vets, a high-rise for a youth shelter (at over $700,000 per bedroom), and sheds without plumbing ("sleeping cabins"). The Liberals have only been throwing money at the problem of a lack of "social housing" from decades of neglect. Will any of these houses have "rents geared to incomes"?

They haven't been throwing that much at the problem. Recently Trudeau touted his programs that gave about 400 million in repayable loans to builders in some of the largest cities. 4 months before this happened he gave Volkswagen and LG around 16b each so he gave two of the richest companies in the world 32 billion, and they weren't loans just cash payouts and years of tax breaks.

These war time houses should be capped at one house per couple and have a 5 year living no rental cap as well as a price cap Also should be only available for young COUPLES PERIOD ALSO CAP THE SALE PRICES THERE FOR I CANNOT BUY IT FOR 500,000 and sell it for 1.2m because I feel like it

You're talking about a government that recently built a storage barn in Ottawa for $8 million. So I would say $400,000 -$500,000. Then of course Mr Gilbeault will have to approve the environmental studies. Housing first strategy, make all new home construction mandatory mini-home designs that cost under 100k, implement basic income... Shouldn't the gouging be given back to consumers like in yrs ago of the $25.00 originally.? 2 loaves of bread for $8. As a staple with few slices in each loaf is ridiculously expensive for families. I hate shrinkage. I had a dentist who did work on my teeth, had major complications, which ended up in hospital, 2x a day for IV antibiotics and major pain meds to get me thru til I get dental surgery. Had major infection in tooth, bone, gum, which resulted a hugely swollen face. I looked like a chipmunk. My throat was swollen too causing trouble for surgeon. This was all while on ODS

Drastic times calls for drastic measures. The government needs to take a step back by removing the development fees for rental towers. The development fee for a condo is $180 per sq ft. Rental towers would go up like weeds if the government removed the development fees.

How will this solve the labor shortage? During the time in which the war time homes were being built young people that wanted to work were everywhere. Now they refuse to put down their phones to pick up a hammer. Have all the house plans you want they will only be built at a rate dependent on labor availability.

However there is a serious lack of young people willing and wanting to be productive if it entails hard work. There is good money in the trades yet a good proportion of young people are looking for an easy way out, such as being an "influencer".

Heavy equipment surely pays better, but I have barely anything left when the 2 bedroom apartment is costing me 2000 dollars a month to rent so I can't even dream saving for a down payment for my own house someway.

@ryanoliver9475 so it is really not fair just blaming on young people when there is no point working hard if all the hard work is gonna get young people to own nothing but just to rent rest of their life and are expected to be be happy. I guess it's natural that the older generation blames young people. They are doing it now to Gen z, and they did to millennium, gen x, and so on because it's just easy to point fingers rather than figuring out why young people are doing what they are doing like for you why young people these days don't seem to value on hardworking. Also, even if young people can somehow save some money, with the housing affordability is where it's at how can they buy home? There's no house within their budget where their jobs are. Unless you drive about 2 to 3 hours away from work. Then, maybe.
