Coolant sensor test with a multi-meter, and clean with a steel brush which will clean very well without leaving too many scratch marks. Make sure you get all the corrosion off and brush with even strokes gently.
Coolant temp sensors have a very steep temp vs resistance curve. 25K ohm or so is normal for perhaps 30F ambient temperature. It drops very rapidly with heating until, at normal engine temperature, the reading is between 600 and 1000 ohms.
