why not mount on the handle bar. isn't it hard to see the meter when it's mounted on the bike frame like that?

You put the sensor on the back wheel and the computer on the steering? It says 70cm (27.5") signal range, so that seems a hard one to respect like that

Is cateye padrone water proof?

From my experience yes. Just recently forgot it into my pants pocket and went trough full washer and dryer cycle and is still fully functional and no damage that I could find from it.
