This is a Japanese film. I've asked someone to translate the titles at the beginning, but they don't provide a lot of context. The film itself, however, is very informative. The US Naval Base at Cavite Bay received heavy Japanese bombardment with resulting catastrophic fire on December 8th, 1941, which would have been December 7th in Hawaii, therefore somewhat simultaneously with the attack on Pearl Harbor. This film was shot once the Japanese had possession of Cavite Bay following their invasion of the Philippines. The submarine which is shown down at the stern may be the USS Sealion. The damaged bombers are Martin B-10s, which were essentially obsolete at the time of the attack but continued to be used throughout the theatre in the following months. The fighters are P-40s that appear to be either in repair or possibly even being assembled after shipment. I have no idea if this is an government report film or propaganda for a Japanese audience, but also clearly shown are decoy B-10s and B-17s, which are surely being filmed to show enemy attempts at subterfuge (from the Japanese perspective). Also shown are stacks of American torpedos, essentially spoils of war. Of additional importance that is probably lost on the modern viewer (I write this in June of 2019) are images of a standing radio tower, an antenna complex, and a bombed out radio shack/office. Radio was THE means of communication at this time, and the destruction of these communication assets was of utmost importance to the Japanese. There were a great deal of radio assets at Cavite for Army, Navy, and Army Air Force use, as well as general communications with various headquarters in the USA. Further in the film the Marsman Building is shown, where Admiral Hart and other staff made their headquarters at Cavite, apparently because of air conditioning. It was not in the bombed area, but close enough to observe the destruction while it happened. The Japanese banner shown at 2:27 talks about collecting cars from citizens, likely for use by the Japanese forces in the area, and the footage that follows is of some of the collected vehicles. Other snippets appear to be a Japanese school, perhaps locally, celebrating the military victory (this is my speculation), as well as something happening in the city that perhaps is also related to Japanese occupation. Important to keep in mind that one must view these historical films as a snippet in time, telling a story for a particular audience. If properly interpreted, they are wonderful mini time capsules loaded with information.

The stories I heard from survivors was that the Navy and Army sent up their airplanes immediately after hearing about the attack at Pearl Harbor. No attack came at Cavite or Clark and after a couple of hours the airplanes began to run low on fuel. MacArthur planned on bombing Formosa as the war was officially underway. Airplanes were landed and refueled and the crews were sent in to eat before receiving their final instructions to bomb Formosa. What they didn't know was Japanese were planning on bombing Clark and Cavite immediately after Pearl Harbor, within an hour, but heavy fog had grounded their planes on Formosa. After three hours their planes were launched- just in time to catch the US planes on the ground at Clark and Cavite.
