We can see the difference between Shigaraki and All for One here. In season 6, even if Shigaraki’s quirks are all erased he is still smiling and going feral to everyone and took their attacks. But here with All for One, when he started losing he starts whining about not using any quirks😂 Pack it up old man give the wheel to the better guy
I think it’s a mix of their personalities saying that, because remember Shiggy has always been like a gamer when it came to losing and he was always salty after defeats.
It's a change in speed that isn't based on inertia, so not only can he slow himself down, but he can do that instantaneously. If it was based on inertia, he would decelerate to a low speed, but in this case, he basically just does it on a dime.

Next episode is my favorite part, and arguably the only part in this arc that I love Funnily enough, when the chapters were out, Twitter were super triggered because they're incapable of seeing anything racially related and NOT make it about themselves
