JP Sir, currently central govt shares 41% of their taxes to state govt. Is it not possible for the state govts to devolution certain % of the state taxes directly to local bodies like Gram Panchayats, Municipalities etc. If it is not possible, can you explain why.?
As per 73rd/74th CAA-1992, state finance commission(A-243I) can recommend the share from state taxes, but it provide recommendations only n finally state has a discretionary powers. There is a provision to devolve finance powers to local bodies but state won’t do because state don’t want to lose their control over local bodies. As of now Kerala state only provided all power to local bodies …
