Why don’t you just press clutch and accelerator at the same time so you can get the right rpm

yes you need to buy the VIP to use cop cars now, which is unfortunate cause even before that, not many people used them. I don't have VIP anymore cause I don't have much time to play now but it would be nice to chase some people from time to time without having to pay.
