Yes, this is the Chiang Mai PROVINCIAL Office Flower Festival, out of the city going toward Mae Rim about 8 kilometers, near the Sport Center and the International Convention Center. Not the main city flower festival, which is held normally at Buak Haat Park in the main city. The park is the grounds surrounding the Chiang Mai Provincial Office. This festival was started in 2022 as a way to have a more “socially distanced” flower festival than the one at Buak Haat, which had to be conducted with many restrictions, due to the COVID pandemic, to avoid crowding in that much smaller park. (You had to show your vaccine certificate to enter the park, and you couldn’t eat anywhere in the festival area, even though food stalls had stuff for sale - I had to spend most of my time in Phuak Hong Temple behind the park, for this reason!) This Provincial Flower Festival has proved to be really successful and to attact many people, especially as it has been conducted over a longer period of time (2 weeks in 2022 and 4 weeks in 2023). In 2022, it was around Valentine’s Day, and, in 2023, it was earlier, during the December and January peak tourist season. (The one in Buak Haat Park is always conducted during the 1st week of February; however, the dry season has been starting earlier and earlier during recent years, making the flowers turn brown and dry up, so that’s why maybe they want to start this Provincial festival earlier). This Provincial festival has many special attractions not present at the regular flower festival, such as the lake and the nighttime laser shows, as well as the flowers made out of LED lights. It was advertised more as a nighttime festival, with the Buak Haat Park one more as a daytime festival. The Buak Haat Park festival, however, has more activities, such as the beauty contest and the flower parade. The main downside of this Provincial festival, as compared to the main one, is that it is in an area NOT ACCESSIBLE TO PUBLIC TRANSPORT and so difficult for budget travelers. If you start from the CMU Canal Road area, however, you can get there by walk within 1.5 hours, which is how I went there both years!
