The law criminalizes all people who work for a company or aide organization that receives funding above a certain level from a foreign country, whether it is the people that live in one or an international funding source. Also, the term being used in Georgia and elsewhere for "agents" is better translated as a "spy" and/or worse "traitor". In Georgia it is used as a slur. So yeah, Russians suck.
