CHIEF GETS SHUTDOWN/DIRECTIVE'S DISMISSED HOPS IN DARREN'S CAR

ON 05/04/2021 I WAS CONDUCTING A FIRST AMENDMENT AUDIT AT THE MAINE PUBLIC SAFETY TRAINING INSTITUTE IN AUBURN, MAINE. THERE WAS A GUY THAT APPROACHED ME IN HIS TRUCK AND ASKED ME WHAT I WAS DOING AND I SAID THAT I WAS RECORDING IN PUBLIC. HE SAID THAT HE WAS THE OWNER OF THE PROPERTY AND I STATED I WOULD STAY OFF THE PROPERTY. HE WENT ABOUT HIS DAY.
I WAS APPROACHED BY ANOTHER VEHICLE ASKING ME SIMILAR QUESTIONS AND WE WENT BACK AND FORTH ASKING WHO EACH OTHER WERE. I WALKED AWAY SOON AFTER SINCE HE DIDN'T WANT TO ANSWER MY QUESTIONS. I CAME BACK AND HE STATED HE WAS ALSO THE PROPERTY OWNER AND STATED THAT ANOTHER GUY EARLIER SAID THE SAME THING.
HE STATED THAT WAS IMPOSSIBLE BECAUSE HE WAS THE PROPERTY OWNER. HE DROVE AWAY SOON AFTER WHEN I CAUGHT HIM UP ON A HILL WATCHING ME FROM A DISTANCE. I LEFT HIS SIGHT AND WALKED BACK WHEN I SAW HIM IN FRONT OF THE BUSINESS AGAIN.
I APPROACHED HIS VEHICLE WHEN HE SHOUTED GTF AWAY. I SAID I THOUGHT YOU WERE GOING HOME.
HE WAS ON THE PHONE AS I KNEW POLICE WERE PROBABLY ON THE WAY. THE CHIEF OF POLICE ARRIVED WITH TWO OTHER UNITS ON THE WAY. WHEN I ASKED CHIEF MOEN WHY HE WAS THERE HE STATED HE WAS IN THE AREA. HE ACKNOWLEDGED THAT I WAS ABLE TO BE OUT THERE RECORDING IN PUBLIC AND WENT TO GO SPEAK TO THE CALLER.
HE TOLD ME TO STAND BACK WHILE HE SPEAKS WITH HIM AS I TOLD HIM THERE IS NO EXPECTATION OF PRIVACY IN PUBLIC. HE ENDED UP HOPPING IN THE CALLING PARTIES FRONT SEAT WHICH I'VE NEVER SEEN BEFORE. IT MADE ME THINK THEY KNOW EACH OTHER.
THE CHIEF HOPPED BACK OUT OF THE VEHICLE AND DIDN'T WANT TO ANSWER ANY QUESTIONS. HE WENT ON HIS WAY DISMISSED AS USUAL.

What about officer safety????? I was very concerned for the chief when he just jumped into the passenger side seat of a random complainants vehicle. They go on and on and on about safety and their "safe space" and he has no issue to just climb right on in. Maybe they needed some special alone time to express their feelings to each other. It was almost certainly the owner of the property that houses the LEO training that called the Chief directly to get him out there. There is enough legitimate conspiracies without trying to find weird new ones. There are a bunch of different agencies that govern railroads, so even having a Chief on payroll wouldn't help too much in hiding things.

Telling the caller that taking pictures isn’t illegal would eliminate the need to send an officer to the scene to “check things out”, which basically says “We don’t have anything to do and need to justify our existence”. That could result in budget reductions to save taxpayers a lot of wasted money.
