I think it has to do with the muscle tone levels. Either they have very high muscle tone also known as hypertonia/spasticity or they have the opposite which is hypotonia/flaccidity. Hope this information helps. I understand this because I have spastic hemiplegia cerebral palsy which caused me to have hypertonia on my left arm, hand, and left leg.
